Cannon told the board that the policy is to place no more than two windmills in the Town and no more than four off shore. He spoke about the permitting process that needs to be completed; that all savings will go to the rate-payers except for providing town lights and traffic lights.
Members indicated that they would like the Light Board to hold hearings. As for the noise level, Cannon said the study shows a significantly lower noise from the taller windmill planned for the site.
Comments from the audience were that they expected a public forum, that the strobe effect of light from the windmill should be investigated, and David Carlon of Channel Street said he is willing to go to Madison, NY with a group to view its similar windmill.

Cannon said his board has 180 days to sign and accept the bid; 180 days for permitting the notice to proceed and make the deposit.
Reilly polled the Board and received unanimous support for the use of the landfill under the proper conditions.
A discussion was held on the manner in which a portion of the landfill needed for the turbine would be placed in the care and custody of the Hull Light Board, that will need to be worked out, and drafting a warrant article for the upcoming special town meeting for the use of the landfill as the site for a windmill.
MOVED-Meschino: To permit Town Manager and Town Counsel to write an article for the warrant.

Town Meeting Article
McLaughlin explained that an article he is submitting for the Special Town Meeting warrant is the same as Article 18 in the warrant of the annual town meeting. The Article that proposed to limit the automatic salary increases for the Police Chief and Fire Chief was withdrawn because of a procedural error. He said the two Chiefs do not negotiate their respective salaries, as do the employees who have the union. He added that neither the Board of Selectmen nor the Advisory Board have any say, nor are any other Town Officials given automatic increases, and he believes that it is inherently unfair.

Other Business
A request from Carl Katzeff, Chairman of the Hull Redevelopment Authority, to delay the Special Town meeting for a few days because he will be out of town and there is an article on the warrant that deals with the HRA property, was addressed by Town Counsel who said that the time frame is set by the bylaw and it could not be done. One could open the meeting and adjourn to another night, he said, but there is no guarantee the body would comply. Members expressed their thought that scheduling Town Meetings should be more flexible.

Olivieri mentioned his concern in regard to gas motor scooters and asked that it be referred to the Police; Reilly said the Hull High School opens tomorrow and thanked Frank McDonald, the Building Commissioner and Gary Twombly for their assistance, He said the science lab is open but the gym will not open until October. He also announced the 9/11 Memorial Observance Day at the Veterans Monument, 6:00 pm where an antique clock will be dedicated. Hersch announced that two huge live concerts this summer were very successful.
MOVED-Olivieri: To go into executive session to discuss strategy in litigation and disposition of real property.
